ALSU defers bandh
ITANAGAR, Nov 21: Arunachal Law Students’ Union (ALSU) has deferred its proposed 24 hours Capital bandh on November 27 next.
The decision was taken after representations were received from various unions/organizations, including Arunachal Pradesh Colleges’ Forum, Students’ Union of Dera Natung Govt. College (DNGC), Principal of DNGC, Students’ Union of Rajiv Govt. Gandhi Polytechnic College, Rajiv Govt. Gandhi Polytechnic Employees Welfare Association for reconsideration of the bandh call on the proposed date, ALSU informed in a release, adding that a new date for the bandh will be announced after completion of the semester examinations and house tests.

AACWA writes to CS
ITANAGAR, Nov 21: Arunachal Contractors’ Welfare Association (AACWA) has requested the state government to issue specific direction to all the departments to update schedule rates of all the commodities and materials as per the prevailing market rate.
In its letter to the chief secretary, AACWA suggested that the schedule rate should be revised quarterly and the rate of every machineries and materials should be with effect from 1st April of every succeeding financial year.
“The tender value of above Rs 50 crore should be split and there should be package system so that the local contractors are given fair chance to participate in tendering,” the memorandum said.
Informing of an alleged scandal in procurement of CGI sheets under Indira Awas Yojana (IAY) in the department of RD, AACWA threatened to file PIL if necessary action is not taken against those involved.
“We are also contemplating to forward this case with documents to CBI (HQ), New Delhi,” the memorandum said.
Further, alleging misuse of funds under project director, Sarva Shiksha Abhiyan (SSA), it gave an ultimatum of 20 days to take action against the erring officers.
SUMA alleges irregularity in implementation of MIP
ITANAGAR, Nov 21: Alleging gross irregularity in the implementation of Micro Irrigation Project (MIP) in Upper Subansiri, the Students’ Union Movement of Arunachal Pradesh (SUMA) has demanded the RWD Minister to set up a committee to inquire the serious matter.
Armed with documents obtained through RTI, SUMA informed that, MIP projects worth Rs. 7.73 crore was sanctioned during 2009 to 2013 in the district. Though work completion reports have been submitted by concern officers from time to time, in reality, no work has been done, SUMA alleged.
The students’ union informed that the documents gathered through RTI along with the names of engineers under whose tenure the corruption occurred have already been submitted to WRD Minister, Secretary WRD and Chief Engineer, WRD. It demanded action against the corrupt officers within 15 days.
USNCCC demands for early arrest of remaining culprits
ITANAGAR, Nov 21: Upper Subansiri Nyishi Collegian Capital Complex (USNCCC) has appealed to the Capital Police to immediately arrest the other culprits involved in the murder of Bomjen Gapak.
While appealing to all the politicians, student unions and senior citizens to not to support the accused, USNCCC urged the authority concerned to not grant bail to the accused.

BORDUMSA, Oct 21: A mass social service was conducted by the recently formed Bordumsa Town Bazaar Committee to clean the market areas.
The shopkeepers and members of the Committee actively participated in the social service and cleaned the drains and nallahs, collected waste materials from market areas and disposed them properly.
The bazaar committee has also decided to conduct such social service on regular basis.
Constable alleges misbehavior from SP

PASIGHAT, Nov 21: A constable of 2nd APPBn (arms) serving at Pasighat has lodged a complaint with higher ups of Home Department against the East Siang Superintendent of Police (SP) for his alleged misbehavior.
Complainant Nolesh Koyu, in a press statement alleged that the SP rebuked him in his office chamber on November 19 without any valid reason.
When contacted, SP Puspendra Kumar flatly refuted the allegations leveled against him and said that the matter was concerned to the police department and it should be settled within the department.
State Level Taekwondo Championship
ITANAGAR, Nov 21: The 21st State Level Taekwondo Championship will be held at Pasighat in East Siang district from November 26 to28.

CCLAPF opposes DA move
ITANAGAR, Nov 21: Claiming that the Land Management Department has written to the Chief Estate Officer cum ADM, Capital Complex for removal of encroachment of Govt. quarters/buildings premises, Capital Complex Land Affected Peoples’ Forum (CCLAPF) has vehemently opposed the move and decided to fight tooth and nail against it.
In an emergency meeting here on November 19, CCLAPF chairman Takam Dari Sojik informed that the state government had constituted a high level committee with Development Commissioner (Finance) as its Chairman to study and resolve the contentious land occupation and allotment issue in the Capital Complex,
But, a letter has been issued by the Land Management Department directing the CEO cum ADM Capital Complex to go ahead with the eviction drive before the due process of submission of the report by the Govt. constituted Committee has taken place, he claimed.
The Forum sought clarification from the Land Management department for creating such ‘confusion’ and ‘chaos’.
APJEWA condemns assault on JE

DAPORIJO, Nov 21: Arunachal Pradesh Junior Engineer Welfare Association (APJEWA) Upper Subansiri Unit has strongly condemned the physical assault on a junior engineer (JE) posted at Nacho subdivision by two persons and demanded immediate arrest of the assaulters.
“Even after more than a month, the culprits, who reportedly have been roaming freely, have not been arrested, APJEWA said, and criticized police for not taking any interest to arrest them.
“The JE was physically assaulted in his official residence on October 13 after he had refused to make false bill as demanded by the culprits”.
An FIR was lodged with Nacho Police station against the culprits.

Illegal fishing a threat to indigenous fish population: CM
ITANAGAR, Nov 21: “Stringent steps shall be initiated to curb the menace of illegal fishing which has posed a serious threat to the states’ rich indigenous fish population,” warned Chief Minister Nabam Tuki while addressing the first ever “Meen Mahotsava” organized by the department of fisheries at Indira Gandhi Park here today.
While calling the panchayat leaders and village councils to step in voluntarily to conserve the natural habitat, Tuki said that the open water system which once was rich in fish population has dwindled to an alarming state of extinction. He appealed the department and the PRIs to come forward in checking the illegal practice of poisoning, electrocuting, dynamiting, killing of juvenile fishes by miscreants in the rivers, ponds and lakes. He also advised to introduce “close season” during fish breeding time for even traditional fishing methods besides identifying fish sanctuaries for protecting the precious fishery wealth from being completely extinct.

Inaugurating the campaign, Tawang Deputy Commissioner Abhishek Dev emphasized the need for creating awareness among consumers about their rights. He urged the people to be careful while purchasing goods and instructed the Inspector of Legal Metrology, Tawang to carry out daily inspection against unscrupulous traders.

ITANAGAR, Nov 21: One day advocacy and sensitisation programme on HIV/AIDS for the councillors of Pasighat municipality, PRI members, HoDs at was organized at Pasighat today.
Speaking on the occasion, Pasighat Municipality Chief Councillor Denong Tamuk said that HIV/AIDS is a serious issue which needs to be addressed at the earliest. Assuring all possible help from the municipal body to address the problem, he said that a joint efforts can only prevent further spreading of the disease.
District Medical Officer Dr. D Bagra urged all the municipal counsellors, PRI members and HoDs of East Siang to include HIV awareness programme in all their public speeches so that people become aware of HIV.

According to organizers of the rally, the sammelan is people’s movement to demand their due rights, which is being curtailed because of corruption.
The rally also opposed indiscriminate signing of MoUs between government of Arunachal Pradesh and private companies for construction of large numbers of mega dams in Lohit basin.
Attended by PRI members, Gaon Burahs, student leaders, political activists and general public, the rally expressed fear of large scale displacement due to dams, which is being pushed without consent of local people.
The release from the committee has said that the district is witnessing misuse of public money meant for poverty alleviation schemes. It claims that beneficiaries are being discriminated based upon individual’s political affiliation.
Therefore, the sammelan committee wants to ensure grass root implementation of every poverty elevation schemes to benefit all the needy without political discrimination.
Workshop on entrepreneurship development
ITANAGAR, Nov 21: Department of Commerce of Donyi Polo Govt. College, Kamki organized a state level workshop on “Entrepreneurship Development Programme in Rural Arunachal Pradesh” in the college recently.
Inaugurating the programme, Dr. Rejir Karlo, Principal of the college, highlighted the opportunities and challenges of entrepreneurship. He encouraged the students to pursue entrepreneurship to fulfill their dreams since govt. can not provide job for all.
In the inaugural session, Coordinator of the programme, Ms Shanti Linggi highlighting the programme said that the programme is being organized with an objective to let participants know the potential of self employment in entrepreneurship thereby motivating them for it.

Don’t destroy fertile land
Dear Editor,
Through your esteemed daily, I want to give a rejoinder to the letter, “Let Siang Valley remain self sufficient in food grain production” written by Vijay Taram which appeared on 13.11.2013 in your paper.
Adis are hard working and by the dint of their hard labour, they are self sufficient in food production. Rations cards have no utility in Adi families. Families who can’t make both ends meet in food, are leveled as lazy and poor. Having the reserved stock in food grain in the granary is a pride proposition for Adi families.
The self sufficient food production area of Arunachal Pradesh is believed to (1) Siang Valley, (2) Lower Dibang Valley and (3) Namsai area of Lohit District. It is understood that the Govt, of Arunachal Pradesh had signed 3 (three) MOU with power corporation to build three dams over Siang river. Mega dams will submerge all cultivated and cultivable flat land of the whole Siang Valley (from Pasighat to Geling). By ushering of new technology of the information, the illiterate Adis begin to visualize the difficulties that they could possibly face and the experience of starvation of hunger without a land to cultivate after sub merging of their land completely.
The reason of feuds, enmity, conflict and wars among the village republic in the
past was for the possession of this land. The great and brave forefathers of the
Adis stood against the imperial army of Great Britain. They defended this fertile
valley. They stood against the rifle with swords, spear, bow and arrow. Many of them
have sacrificed their life for this valley shedding their blood. Adis are so much
attached to their land that they will never give up the anti-

Dear Editor,
I passed out from VKV Kuporijo, Daporijo in the year 2011-
Whereas the Government of other states like Bihar , Uttar Pradesh had always successfully
provided sufficient initiatives even after having mass population, but the government
of Arunachal Pradesh has proved to unsuccessful in implementing such development
scheme punctually and abundantly. It seems that our state Government is not true
to its words and promises. After all these consequent failures and delay of Government
nothing else but pretending only to gain political interest for the coming election.
If it is so, then we too won’t stand back to react politically. The Government should
not forget that 30% of the total votes would come from us as from next year onwards
we have the right to contest against the false administration of the state authorities.
We are compelled to put on our conditions that if the state Government fails to distribute
the award (cash prize and Laptop) to all the students who have not received irrespective
of the districts starting from my batch then we especially the class-

A knowledge is of no use until we implement what we have learned. I am a proud Nyishi. Our ancestor taught us about our pride, honour, truth and loyalty. Though we may be largest tribes of Arunachal Pradesh but we don't have any rights to tease anybody. I had been to many places like West Kameng, West Siang, East Siang, Lower Dibang Valley, U/Subansiri etc... One thing I learnt is that we are losing our pride. Fellow brothers and sisters are not happy with us, especially the younger age group. So, in this regard I urge my dear Nyishi brothers and sisters let us regain our pride back. This can be possible only if we behave or respond decently to others especially in and around capital area. We should posses’ positive gratitude toward others. The politics of Awards
Dear Editor,
The recent announcement of Bharat Ratna awards to cricket star Sachin Tendulkar and eminent scientist C.N.R Roa has sparked off public debates raising many questions than answers. Some agree others disagree, while many are unable to form their own judgment on the issue because no one clearly knows who defines what Bharat Ratna is? Who decides who should get it? What are the criteria to measure achievements and how do you pick and choose? These are million dollar questions that will continue to cloud our mind.
The argument here is not to undermine or dispute the achievements of these two personalities who have both excelled in their own domain. But it is to critique, whether such highest civilian honor should be conferred to sport personalities. If yes, on what ground? Apart from the short term psychological pleasure they give to sport lovers in the playground one cannot see anything significant beyond the boundary line. As Justice katju, the current Press Council Chairman has rightly pointed out in one of his interview when asked for his comment on Sachin as role model “Tendulkar is a good cricketer no doubt, but how is he socially relevant? Is poverty abolished because of his century? Or has his career raised the standard of living of people of India?” the comment sounds quite harsh but one cannot simply brush off his point. This award has also in a way undermined the Arjuna Award exclusively meant for excellence in the field of sports which Sachin is a recipient.
Awards has often created controversy world over, just as the western world will not hesitate to nominate or confer awards to dissidents from communist or Islamic countries because it suites their agenda. Similarly, the recent announcement of Bharat Ratna award for Sachin Tendulkar and C.N.R Roa has invited criticism from various quarters including political parties. There are reasons to believe that the award was announced in a hasty manner out of political pressure and compulsion to capitalized public mood coinciding with the retirement of Sachin from cricket. Besides this, he is also member of Rajya Sabha nominated by the present government, and the other is scientific advisor to the present Prime Minister, so people have every reason to cast doubt over the selection.
Perhaps it is time to make the process more transparent and trustworthy, otherwise so long as the award is decided behind the corridors of power, controversies will continue to crop up and the highest civilian award will become a mockery. Just as the BJP demanded, why not Atal Bihari Vapayee, the left will insist why not Jyoti Basu, and many of us wonder why Roa and not M.S. Swaminathan? But nobody can ever deny what mother Teresa did for the poor and destitute children of our country, her legacy and good work still continues today. She was one among the few recipients who truly deserved such award.

Media should be cautious
Dear Editor,
I am writing in response to claims and counter claims by Galo People’s Federation (GPF) and Capital Students Union regarding alleged trespassing of land belonging to one P Potom. First of all such kind of land encroachment or trespassing is not a new phenomenon and is not limited to capital complex only. I hail from West Siang district and have witnessed many land trespassing incidents there. Brothers trespasses each other’s land, one clan snatches another clans land and what not. I also have a friend from Ziro, who told me him that his father’s land was encroached by fellow clan men. Also it has been claimed by Capital Students Union that that Mr Potom and his family has occupied more land than their actual allotment. Therefore it is wrong to make such hue and cry over incident. One should be very careful with the words before going to press. However having said this it does not mean that I support such acts. Trespassing is offence and authorities should take action against such person.
All these years, I have only known Galo Welfare Society and Galo Students Union to be true representative of Galo communities. But many new organizations are mushrooming, which are working at the behest of some politician or for their own benefit. I appeal GWS and GSU to check mushrooming of too many organizations using Galo name. GWS and GSU are apex body representing Galo community and we look upto them to lead us to right way.
I also appeal media to be cautious while publishing news related to community or tribe based organizations. Media should not entertain such news which is communal in nature. I do understand that media in Arunachal work under lot of pressure, but, for sake of state they should take strong stand and don’t encourage communal organization. I believe Arunachal Press Club and Arunachal Pradesh Union of Working Journalist will accept my humble suggestion in right spirit.

Equip police with latest technology
The capital police has done commendable job by cracking Bomjen Gapak murder case. Along with Tongam Rina shooting incident, the Bomjen murder case has been closely followed by media as well as public. It is quite shocking to learn that he was killed in wee hour during a group clash at Legi complex which is very near to Itanagar police station. If police had been patrolling around the area his life could have been saved.
However since then capital police have redeemed themselves by solving the case and arresting the main culprit. The murder mystery was solved after footage of the CCTV camera located at Legi complex was analyzed and studied in details with help of scientist of CFSL, Kolkata which provided the description of the car used by the assailants. The same was also corroborated based on call data record analysis of suspected persons. The whole sequence shows that with the help of technology one can crack mysterious of mysterious cases. The government of Arunachal should take note of this achievement and equip our police force with latest technology, if they are really serious about bringing down crime rate in the state. The police force should be properly trained to use scientific method for better investigation of criminal cases.
